how do i respond to a civcil summons from a credit card recovery co. do i call or write the person taking this action

You respond by filing an answer with the Clerk of Court in the County you were sued in and sending a copy to the Plaintiff's attorney. There should be some direction on the civil summons you received. You would need to either do a lot of research or consult with an attorney about how to answer. If you admit the allegations in the complaint, they will get a summary judgment against you pretty quickly.
