step daughter wants to move in with dad

My husband's daughter wants to live with us . She is almost 15 years old .Is she able to choose who she wants to live with ? What papers do we need to file and what fees are involved ? If her mother agrees to this are we able to skip court?Any information would be of great help .Thank you.

Normally, one can just do this with just an entry alocating the child to the other parent, but one also has to complete a child support guidelines. It would be my suggestion to get the advise of cousel to prepare the documents.
