Is the county responsible for damages if the road isnt wide enough

I had an accident on a township road that wasnt wide enough for a concrete truck and a regular pickup truck,also had ice buildup with no gravel for safety. Plus the concrete truck driver said he was late for another delivery so he was taking a back way into town witch led him to a road with a no thru trucks sign. I received the ticket and pleaded no contest. The road is only 161/2 - 17' wide just enough for 2 passenger vehichles by gritting your teeth. I dont think a CDL driver had any business on, he used rt39 to get there he should had went back the same way. Please tell me what you think do I have a case against the County for not taking care of these roads?

Sueing the county is almost impossible. Sueing the concrete truck driver is something that you can do.
