Foreclosure Investing

If I am at a Clerk of Courts office, researching foreclosed properties, am I legally able to contact the home owners directly? (To let them know I have interest in buying their property, etc)

Yes, provided that you do not represent any of their creditors and that they are not already in bankruptcy. Otherwise, their status is public, and you can do as you wish.
