who has to pay off credit cards after the death of astep parent. mother is already deceased

The deceaseds assets must be used to pay the debts, before the heirs can get anything.

The estate of the deceased person. Often, where there are debts at death, the administrator of the estate may be able to negotiate with the credit card companies. Give it a try.
