Legal Question in Civil Rights Law in Pennsylvania

Automobile Accident

My daughter was driving my car she was side swiped, she did get the drivers name and telephone number and after numerous attempts to contact this gentleman and getting nop response I now am forced to file a civil claim for the damages to my car, and I cannot afford an attorney for simple legal advice. Please tell me what I should do.

Report the matter to the police as a 'hit and run'. Make a claim against the driver's insurance company. File a matter in small claims and or trial court.
