How can I drop the charges?

My brothers friend stole some of my belongings because he owed him money. I had the preliminary hearing to decide whether their was enough evidence for this case to go to court. Turns out there was now the next step is court. The guy who stole my stuff deeply apologized and offered to give me money to replace all he stole, All my intentions originally were was to get my things back. Can i drop the charges? If so How? If the prosecutor decides to continue with the case do I need to testify?

Even though the defendant is willing to make restitution, the district attorney can proceed with the charges and he/she can subpoena you to testify in court. You should have dealt with the defendant prior to calling the police.
