Legal Question in DUI Law in Pennsylvania

Moving to another state while on a restricted license

My husband is retiring from the military. After retiring we are moving to Pennsylvania. Has a restricted License in North Carolina due to DUI (1st offense). Will he be able to get a license in Pennsylvania ? If so, will it have the same restrictions as North Carolina ?

I believe NC is in the Interstate Compact with PA regarding Driving records. If the restrictions are soon to lapse, the best bet may be to wait until they expire and then get the PA license.
