he has never seen her

i have a 2 year old daughter her fauther has never been in her life and now he wants parcial custody of her he only started to pay child suport 6 months ago and i know hes using drugs but i dont know how to prove it he has even told me that he only wants her because hes paying for her

As the, he will be granted some sort of rights with respect ot seeing the child, whether he follows through when he gets those rights is another matter. In light of the age of the child and your concerns an argument can be made to at least limit the amount of time he has at first to day visits, possibly supervised visits.
