affidavit of two year separation

Husband filed for divorce over two years ago, but husband will not sign the divorce papers. Wife files affidavit of two year separation and husband contests. The divorce then goes to a master judge. Who is responsible for paying the master judge, the person who files the affidavit of two year separation (wife)or the person who contests the affidavit (husband)?

The payment of the fees would have to be decided by the Master.
