Tax Filing and Claiming of Children

I am divorced & have 2 children. I need to know what the EXACT LAW is regarding the claiming of them on my 2007 filing. There is no agreement in place pertaing to this particular subject with our children. I can't seem to get an EXACT commited answer from either tax or family attorneys on this one- can you help me?

The person that has primary custody of the children is entitled to the exemption. Therefore, wherever they spend the majority of overnights.

Without an agreement the primary custodial parent is entitled to the deduction oper IRS regulations.
