garnished wages

My wifes employer is taking a percentage of her pay out to pay off a student loan and not making the payments, is there anything we can do

Yes. There is likely a court order and the employer is required by aw to comply.

Ask the employer to comply with the court order.

If you have not done so, provide the lender with copies of your wife's paystubs and ask that they credit the amounts to your wife's account. You should have a copy of the order requiring the payments from the employer.
