Legal Question in Sexual Harassment in Pennsylvania

I quit my last position due to sexual harassment, do I have any legal rights to

I quit my last position at Perkin's Restaurant in August of 2003. I was employed from May 2002-August 2003, as a server. The dishwasher at the time sexual harassed me in August of 2003 during work. I told my manager Dennis Roche (General Manager) about the situatin. I was at the time very uncomfortable going back to work, so I told him I'm quiting. He told me they will write up a report and talk with the employee who harrassed me. I found out days later he was never fired and continued to work there for several months later. The manager told me I could always have my job back when I feel comfortable to come back to work. Other employees and friends of his still worked there so I was not comfortable. Is there any law or grounds for a suit? Thank you for your time.

You're way out of time. You quit in 2003. You had 180 days to file with the PA Human Relations Commission or 300 days to file with the US Equal Employment Opportunities Commission. Why would you wait almost two years to see if you could do something??
