Legal Question in Traffic Law in Pennsylvania

I got arrested for a dui in 2009. I also had one in 2002. I applied for a OLL licen two weeks ago but was denied. I have a wife and three kids to support and a licen is a requirement for my job. I have been with the company for 16yrs. How can they deny a person to support their family? What can I do. I don't have the 100 to appeal for a hearing.

They don't give OLL licenses for someone with 2 DUIs.
