Legal Question in Traffic Law in Pennsylvania

I live in PA and was giving a ticket for failure to bring vehicle to a complete stop. (3323(b)). What are my chances of appealing in hopes of reducing the points based on a medical excuse? I live in PA and work in NJ. I have IBS (one symptom is diarrhea) and it begain to flare up once I reached PA. What would have taken a hour and fifteen minutes to get home took me 2 hours because of an oil spill on I-78.

There is generally no consistent stream of traffic on the street where I was ticketed (and there was no traffic on that day).
