Child Support and Unemployment

How is child support determined and collected from a 19 year old male who is or never has been employed?

The court will "imput" minimum wage. That means that although he doesn't work, child support will be determined by what he would be making if he was making minimum wage, and he will be ordered to pay accordingly.
