Can you transfer parental rights to a non-relative in South Carolina?

As a matter of law you can consent and relinquish your rights; as a matter of public policy, the judges in Horry County will generally not terminate a parent's rights either voluntarily or involuntarily unless DSS brings the action or unless another person or persons are going to adopt the child.
