Legal Question in Civil Litigation in South Carolina
Many municipalities in SC publish $1092.50 as penalty for code violations. SC Code limits such fines to $500. City Manager says $592.50 is court costs and $1092.50 goes to State. Municipality fine structures aren't required to be the maximum and court is not necessarily involved. Please explain and site references.

You've asked a good question. And your obviously an intelligent person. The purpose of this question and answer feature of this site is to help people with specific legal problems. Your question may address a specific legal problem, but without realizing it, your asking a lawyer to spend a great deal of time explaining something, that is probably far more than what you need to understand your specific problem.
