Electric Company billing me for someone else's electricity

I recently found out that my name has been added to someone's electricity bill that hasn't been paid. This bill is from August of 2001. I talked to the electric company, brought them medical bills and my tax return that had my address at the time on it. They said it doesn't matter, someone stated I was their roommate at the time. They couldn't provide me with a document that I signed (which obviously doesn't exist since I don't know anything about this apartment). Then, they called the apartment complex and asked who was on the lease. My name wasn't on there, but yet they refuse to still take my name off this person's bill. On top of that, they had me run around all over town to get documents that proved I lived somewhere else. I did that. They still wouldn't take me off this bill. They didn't have my social, license #, signature, or anything about me other than my name. They never tried to collect from me. I found out about it when I tried to move into an apartment with a couple of friends. They wouldn't transfer their electricity because his name was on this bill as well. Neither of us ever lived there and now we can't move anywhere until we get this settled. I'm not paying someone's $500 bill. What can i do?
