Under what condition may a creditor attach personal savings or checking accounts?

Re: Creditor Law Suit
By suing out a writ of garnishment against the institution where the accounts are located. That's usually done after judgment is taken, but it can be done earlier by posting a surety bond in twice the amount at issue.
