Involuntary termination of employment

I work for a school district as a Technology Assistant. I repair hardware, install software, maintain inventory, and troubleshoot minor A/V problems. There is one person like me on each campus for a total of 28 positions. Our district has decided that we will be required to get an A+ certification to keep our jobs. Having this certification generally pays an average salary of 38,000.00 in our area. We make approximately 14,000. About 50% of the topics this certification covers is now outdated and no longer used. Many of us are on very limited incomes and cannot afford to take classes offered after school because it would involve the expense of child care. The tests cost $300.00 and are reimbursed only if you pass. I have been employed with the district for over 8 years with a spotless record. Can they really do this?
