If I am paying taxes on a property my dad left to his children, after so many years can I claim that property myself. If so, how many years?

No, paying the taxes on a piece of property does not entitle you to ownership of the property. There are various adverse possession statutes that apply to persons who are actually in possession of the property, but there are several requirements to satisfy before that happens and really that does not appear to apply in your case.
If your father left the property to his children via his will, then his children own the property.
