Legal Question in Family Law in Virginia
This statement is in my Property Settlement Agreement (PSA): "The expressions of intent contained in this paragraph are specifically conditioned upon the parties' respective reasonable abilities to pay such amounts and are not intended to nor do they confer an enforceable right on each other or any or all of the parties' children.�
Since this paragraph does not confer an enforcable right, does that mean I have to pay? If I don't, do I have to show that I don't have the ability to pay? Can my ex take me to court over it?

Yes, (in regard to your last two inquiries) I would thinks so, at least for the purpose of requiring you to show that you do not have the ability
to pay. (And whoever authored this ambiguous drivel, should
be forever banned from the rolls of legal scriveners authorized to
charge for their services.)
