Wedding photographer provided bad pictures, can I request a refund?

I got married 1/7/06. a co-worker at my regular job asked if she could do my wedding photography. She and I made a verbal agreement (I know, not writing it down was stupid) that I would pay her $250, and she would provide me with film photos, digital pictures, and hold back the best pictures for professional styled finishing. I provided the film, she took the pictures. She'd even shown me a portfolio, which is why I trusted her. I provided her with a list of poses I wanted. I got 41 useable pictures, off of 10 rolls!! I've called and called and called and never gotten an answer about where the disks of digital photography are and my canvas-style prints. I was assured 6-8 weeks, it has been 7 months. Can I take her to small claims court for the money I paid her back?
