i live in the states for 11 years now. was order to exit in 2000, but i never did. can i get my green card..? basing on the 10 policy.

There is no "10 year policy". There is an immigration benefit that some people are eligible to apply if they meet all equirements, are in immigration proceedings, including being in the USA for 10 years.
