if you receive a bad check, where do

you go to collect - city or county?

Neither- you go directly to the party that issued the check.

Depending on the amount ( Rarely do they touch anything under $ 5000), prosecution may occur for the CRIME of INTENTIONALLY issuing a worthless check, but that doesn't get your money back.
