Legal Question in Criminal Law in New Jersey

Someone I know was charged with assault in nj when ex wife accused him of striking her. At time he lived in NYC and after the incident just went home, did not know she called the police. This happened 10 years ago, just recently found out there is a warrant for him. To to clear it up, does he need to surrender himself or can an attorney do it for him? Is statute of limitations up or tolled?

This person has been a fugitive for ten years and likely will have to post some amount of bail to get the arrest warrant removed. After that he has to go to court on the charge.
