Merger of 2 American Legion Post and debt responsibility

2 American Legion Posts had a signed agreement to merge the 2 Posts into one.Post 'A' wanted to change the agreement after it was signed and Post'B' did not agree with these changes and the merger did not occur because of this.Which Post is liable in paying the lawyer fees for drawing up the agreement?

you say there is a signed agreement between the parties. WHat does the agreement say about costs and expenses? Since there is a signed agreement (despite the fact that one of the parties had second thouhts AFTER it was signed) the terms of the agreement control. If no one signed, I would guess the attorney would have to figure out who to go after! (he would go after BOTH).
