what type of paperwork would I file on a drainage issue, and property damage as a result of the natural flow of water being impeded? Would it be Judicial ?

If the total amount of damages is under $10k and you want to do it yourself, you could file a tort claim in small claims court. If the damages are more than $10k, you will not be able to file in a small claims court. You might want to consider talking to a real estate attorney about the situation.
