I had a legal issue a few years ago. I served my sentence of 3 years probation and paid restitution and now the person I paid restitution to is harassing me

If you mean threatening or intimidating in any way, or even repeatedly calling after told not to, whether about the 'debt' or otherwise, report it to police, just as anyone else would.

if it is serious, request the police file criminal charges and seek a restraining order or assist you in seeking one.
