Small Claims Decisions

If you win a small claims case in your home state, (for ex. CT), against someone in another state (NY). What is required to file that judgment in the other state. Also, if the defendant did NOT show for the case, (supposedly under council from his attorney) what sort of appeal would he be able to file, to try to overturn the decision?
