Legal Question in Family Law in Delaware

After 10 years, the mother of my fiances daughter came looking for him to pay child support. He didn't know that the child was his, and she had another mans name on the birth certificate. The man paid child support for this child until she started getting black features. The man on the certificate went to court to have a paternity test, to which he was not the father and stopped paying support(that's when she looked for my fiance)she won't let my fiance visit with his daughter, if he calls the house she will put harrassement charges on him,etc. His daughter(he took paternity test)still goes over to the mans house every weekend and doesn't want anything to do with my fiance. Can he sign over his rights? My fiance is paying support and feels since she doesn;t want to know him and calls the other man dad why mess with her mental health. what can we do legally for this situation?The daughter is 12 now and she has seen him 2 times, when she was 11. Your fiance cannot get out of paying child support unless the other man agrees to adopt the child. If he wants to try and establish a relationship with the child, he can petition the court for visitation if the mother won't cooperate.
