Conciliation Proceedings under ID Act 1947

Union Files a Petiton before the Labour Department. Management files a categorical assurance in writing with the Conciliation Officer. The members present in th course of cinciliation were Union, Management. The minutes was signed by the Union and the Management witnessed by Conciliation officer. Is this categorical assurance in writing amounts to settlement as defined in the ID Act 1947?, if so kindly give some of the supreme court cases.

Yes, if the settlement has been reached between the union (claiming to represent majority) and the management, it will be binding under the I.D. Act.
