what does it mean when you are givin 12 years no parole on first 10 years of sentence in md

Parole eligibilty is at 25% for a nonviolent sentence, and it is at 50% for violations of probation. No parole means that a person must serve 85% of the sentence, assuming that he earns all the credit that he can for good behavior.
12 without parole on a 10 year sentence does not make sense. Either a person is parole eligible or not.
