what rights does a 14 yr old have if she has been put out of the house by her mom and her mom will not sign her over to anyone else

A parent has certain obligations to house and care for their minor children. Permanently kicking a child out of a home with no place to go is a very serious matter. The court can decide who an appropriate guardian is if the parent refuses to consent. The 14 year old could petition for a change in custody (that is, file with the court), could seek DSS help and/or a foster parent, or in appropriate circumstances could seek to be legally emancipated.
