Legal Question in Family Law in Michigan

my sons 16 year old cousin has lived in my home for the past 4 years. The first 2 years her father rented a room here. Then I choose to have him move out(lack of financial responsibilty). At that time he took the minor cousin of my son. 2 weeks later she returned and has stayed here without him since. Recently over the summer he left state leaving her here. He wrote a letter stating I had rights to consent treatment medically & education needs. In september he returned to our state Michagan and his daughter still remains in my home. He barely contacts her or comes to see her. Last week she got expelled from school for making bad choices. This had nothing to do with homelife. But he is threatening to make her move to her grandmas. Since he lives in a one room camper. My son and I consider her our family(a sister/daughter). Is it legal for her to refuse to go? What can she do?

When will she turn 17? How is she related to you? Is her father your brother? Or is her mother your sister, or what, exactly?
