Legal Question in Family Law in Michigan

My sons 16 yr old cousin has lived in my home for the past 4 years. She is technically no relation to myself. She is related to my son only through his father and we are no longer in a relationship. But she has been part of my life for her entire life. I was friends with her parents. Well to get back to the facts. Originally her father lived here for the first 2 years renting a room. After having diferences with him over financial responsibilties I requested he move out. He took the 16 yr old at the time, keeping her away from here for 2 weeks. Then she returned and he has allowed her to be here since. In may he left state leaving her here and leaving me with a note stating I have consent to treat medically and to deal with education concerns/needs. In september he returned to michigan. He barely contacts her and hasn't been here only once since september. Last week she got in trouble at school and was suspended till further notice for bad judgement. This incident had nothing to do with homelife. But he is threatening to take her from her current home. He wants to move her to his mothers to stay because he lives in a camper and there's no room for her. She won't be 17 till august 7th of the coming year. What can she do? She doesn't want to move. Legally can she refuse to go? We live in mecosta county michigan.
