Legal Question in Family Law in New Jersey

I have a 17yr unrelated child living in my home. Her father signed temporary guardianship papers that I printed off the internet but we didn't get them notarized. They state that she can live with us within the United States and that I can make all education/medical/personal decisions for her. But some issues have come up and there's questions whether or not he has legal rights to sign them. He states he isn't her biological father and "adopted" her (the age at which he did that changes each time we talk about it) and has sole custody but then later states that he isn't the only one who has to sign the papers indicating he doesn't have sole custody. How do I look up who is legally responsible for her?
