Sibling Custody

I live in my town with my brother who is a minor. My brother lives with me alone and my mother is living in another country. Now when I went to register him for school they need proof that he indeed lives with me in the town. They said I need some paper that shows that I am his guardian or have custody of him. Now, how do I get this paper I have no idea what to do and my mother is in another country so it seems more difficult. Please help me..Thank you.

You need to have your mother sign a document giving you temporary custody of your brother. It should be notarized by an American Consulate in the country where she is.
