do you have to wait for your green card to expire to summit for a new one?

No, you don't have to wait. If this is a permanent green card (valid for 10 years), you can apply to renew before it had expired. If it's a conditional green card valid for 2 years, as a general rule, you have to apply within 90 days before its expiration date.

Due to the fact that you did not state whether it was a probationary green card (which is normally for two years only) if you only have a few months left before the card expires then you can apply now so that you will not be out of status.
If you have a 5 or 10 year green card then you should be applying for a new one after you apply for your citizenship.
