We have 15 acres in land-lock and would like to know if any legal action can be taken to gain access.

How is it that the land became land-locked? This is important, because it may be determinative of the action that should be taken. If it became land-locked because it one was a larger parcel that was sub-divided into its present condition, then local zoning laws ordinarily require an easement been granted to allow egress and ingress. If there was no easement, then you need to contact the land owner's to negotiate one. Check your local zoning laws for the requirements in regard to land-locked properties.
