How often can the custodial parent take the non-custodial back to court for an increase in child support?

If the non-custodial parent has more children with his wife (they were never married), does that decrease child support and if the custodial parent gets married can that decrease child support?

In PA for the typical child support guidelines marital status is not a factor nor are children with another party unless the support obligations exceed a certain percentage of the payor's income
