Legal Question in Family Law in Pennsylvania

I'm married and want to hyphenate my daughter's last name to my husbands but he is not her birth father. Her biological father is in the picture and did sign the birth certificate, however my daughter has been asking to change her name for almost 2 years so that it matches mine and my husbands.

Well unless the birth father agrees you can't change the child's name.
