Legal Recouse to restore Utility Service

For the past 3 years I have been paying my water bill and then recently water company install an electronic device to read the meter. Two weeks later, I received a very large bill of $1800.00. I asked them how the bill got so high; and, their response was that it was because the bill had been estimated for the past 3 years and the estimates were low. They put me on a payment plan; but I got behind a few times. I received a shut-off notice... I then tried calling to explain why the payment was missed and also to make a payment; but I was put on hold and then asked to leave a message; so, I called back and made a payment through the automated system. 2 days later, my service was turned off. I called and explained that I had no way of get that amount of money and the only way I could pay it out is through a payment plan; but the response was that no plan would be setup and only payment in full would be accepted. I reported the issue to Public Utility Commission. The process is taking awhile and my family is in great need of water. Is there a way to get a payment plan setup with the Utility Company and have my water service restored today through the legal system... as we need the water restored as soon as possible?

I would contact your county legal aid service which provides legal services to those unable to pay. There number should be in the blue pages of your telephone book. It would cost you quite a bit of money to hire a lawyer, and from the sounds of things, it would probably be more than you could afford right now.
