Landlord Tenant issue

I became interested in a rental property but learned that the property was inhabitable. The property was affected by frozen pipes that burst and ruined the plumbing and electricity. I knew the project was a huge undertaking but the owners of the property assured me that the house would be available by May 15, 2008. There is a clause in the lease that gives them and additional 30 days for unforeseen circumstances. I check on the property periodically and don't see any progress. I gave a security deposit and 1st and last month rent. $2000 dollars total. Is there any way for me to get out of this deal legally? Am I entitled to refund of the full security deposit as the property was uninhabitable from the start?

You are probably entitled to your money back if they can't let you move in by May 15th.

You may also be able to recover under the Unfair Trade Practices/ Consumer Protection Law. Using this law you might be able to convince a DJ to give you more than $2000. If you can prove he violated the law.
