Does an attorney in NY have the right to issue a subpena to testify for someone living in Pennsylvania?
If not, what is the obligation of the person who receives the subpena?

they have to get a special order to do so in civil matters NY does not have jurisdiction in a general sense. There are some exceptions. They are too technical to discuss.
