child law at age 15

If a child is 15 and her parents both have custody with visitation. If a child does not want to go to one of the parents anymore, can't they decide on there own where they want to go?

No the child can't. One of the parents, however, can file for a modification to determine if there is a valid legal reason to restrict or supervise the visitation.
