I live in Texas and have two children, How do I start the process to sign over my rights?

There's no such thing as "signing over your rights." It's a myth.
In certain circumstances, a court can terminate someone's parental rights. A petition is filed, and a trial is held, and the Judge says yes or no. You can read about it in chapter 161 of the Texas Family code.
