Legal Question in Family Law in Texas

My partners ex took his daughter for her time as on the divorce decree. We even gave her extra time. Now only after she has her, she has told us she doesn't have a way to bring her back, going against the decree, also she has shut off the phone, the only contact we have with her. What should my partner do? Should he call child protective services, as were afraid she will run? How can he inform the courts? His ex has had her children previously taken away for leaving them at home alone. We are also in different states. Us, Texas. Her, Illinois. What action can we take?

Hire an Illinois attorney and have him or her file an application for writ of habeas corpus and a petition to enforce the possession order. If you know exactly where the child is, take a certified copy of the court order up there and go get the child.
