Indecentcy with a child
my cousin was blamed for exposing himself to an eight year old boy, he is fifteen years old, he has denied it and both parents have agreed on the 15 year old seeking counseling and he has signed up for it, each believe their own child and there was no witnesses, the 15 year old had no other prior problems with children, we have asked others around, this is a touchy situation, the one with the eight year old wants counseling and to have all her other demands (which are added everyday) met, or else , she will file charges...please help!

If the parent of the 8 year old boy would put her demands in writing stating in exchange for their satisfaction, no charges would be filed; this might be some evidence of her attempted blackmail. If no investigation has been conducted and there are no witnesses, the 15 year old would likely be found innocent if charged, or at least, given time in a juvenile facility.
As you suggest, the present course is only valuable to delay. And if all the other parent is doing is threatening, it makes me wonder about the validity of her claims.
